Regulations of the International contest - festival of arts «OPEN ART ALBION»

 

I. GENERAL PROVISIONS

1. International contest - festival of arts «OPEN ART ALBION» is the open international resource of mass exposition, expert assessment, viewer's and professional acknowledgment, improvement and distribution of works of art of various types and styles, as well as propaganda of creative achievements and development of creative activity of representatives of wide international community.

2. The goal of the contest-festival is the promotion of international integration of creative communities, figures and admirers of arts; intensification of the international cooperation in the field of culture and arts; development and distribution of modern trends and advanced achievements in the field of arts; ensuring access for creative works as well as their authors and performers from around the world to the international and national channels of mass distribution of works of art; objective and free from excessive formalism determination of moral and esthetic standards of creative activity; protection of admirers of art from knowingly low-quality products of creative activity, unfair or unprofessional assessment of works of art; presentation and propaganda of personal creative self-expression.

3. The contest-festival is carried out under the auspices of the IUCI (London, United Kingdom) in the remote-interactive format. Exhibitors construct electronic expositions on the special web-resource; organizers ensure free access to these exhibits for the potentially unlimited number of persons concerned and arrange communications between participants of the contest-festival. Official location of the contest-festival is the legal address of its organizer - the IUCI: 1 Kings Avenue, London, N21 1PQ.

4. Projects on the international goods and services quality certification (according to the ICSQ-775 standard) as well as the international patenting expertise for authors (according to the IOSCEAAD-775 standard) are implemented within the framework of the contest-festival on the basis of applications of persons concerned.

5. Within the framework of the contest-festival the IUCI renders all-round assistance in conclusion of commercial agreements between persons concerned as well as contracts in the creative sphere. The IUCI carries out support of their implementation together with the American International Commercial and Arbitration Court (AICAC; Wilmington, USA).

6. Holders of rights for works of art (authors, performers or other adjacent rightholders) may act as active participants of the contest-festival (exhibitors). Official agents or legal representatives have the right to execute juridically significant actions on behalf of exhibitors within the framework of the contest-festival. Every exhibitor has the right to present the unlimited number of various exhibits at the contest-festival and is obliged to observe the rules of the present Regulations.

7. Participation in the contest-festival obligatorily assumes all-round observance of property-related and obligations-related rights, copyright and other rights of third parties by exhibitors. Participation in the contest-festival must be competent (legitimate).

8. Participation in the contest-festival assumes the possibility of presentation of own exhibits by exhibitors in the competitive or festival (presentational) form of the «OPEN ART ALBION».

Taking into account the remote-interactive format of the contest-festival, participation in it assumes the highest possible degree of honesty of exhibitors and experts, as well as absolute fullness of responsibility for decisions made and actions performed during the contest-festival.

9. Reliable information about "exhibitional originals" is the exhibit of the contest-festival. "Exhibitional originals" are specific works of art presented at the contest through the presentational information corresponding to the stated requirement of form, quality and quantity. Exhibitional originals are: a) actually existing (in a static material form) works of art legally belonging to relevant persons (authors, owners) and being under their constant care; b) preliminarily prepared or improvised performances expressed through actions of performers which can be actually demonstrated when needed.

The mode of presumption of absolute correlation (identity) of the exhibit and the exhibitional original is implemented within the framework of the contest-festival. This mode covers every exhibit of the contest-festival up to the determination (emergence) of the fact of official establishment of the exhibitor's unfairness in matters of submission of presentational information concerning the exhibit.

10. The contest-festival is implemented in a remote-interactive mode ensuring the highest possible level of free access to the contest-festival for the significant number of persons concerned.

11. The contest-festival takes place annually during the whole calendar year and includes 3 calendar stages terms of which are stated by the present Regulations. Every interested person has the right to enter the contest-festival of the current year as the exhibitor at any moment except the last month of the corresponding year.

12. Electronic expositions of the contest-festival participants may be used by exhibitors as the advertising - for presentation of information not only within the framework of the contest-festival but also outside it during the whole period of the contest-festival.

13. Exposition of creative products at the contest-festival is carried out on the paid basis. The symbolic yearly payment is made for every exhibit in a separate nomination: a) 100.0 € for participation in the festival format of the «OPEN ART ALBION»; b) 150.0 € for participation in the competitive format of the «OPEN ART ALBION». If the exhibitor involves other exhibitors, this amount of payment will be reduced - 10% for every new participant involved.

14. Visiting the contest-festival is free. The contest-festival is open 24/7 during the whole year.

15. Every exhibitor receives international certificates confirming the fact of participation in the contest-festival (the mode of presentation of certain exhibits).

16. Following the results of certain stages or the full yearly program of the contest-festival winners and awardees (laureates) in every age-related category, nomination and type-based section or subsection (in sections with division into subsections) are determined. They are awarded with international honorary titles, medals, diplomas, honorary marks and special rights and options for preferential participation in projects of the IUCI and the IATOA.

II. Organizational rules of holding the contests-festival

17. Persons of various ages involved in arts from around the world have the right to present their original creative works of different type-related belonging and genre vector for participation in the annual contest-festival in terms stated by the present Regulations.

18. The contest-festival is organized by the independent structural division of the IUCI (London, UK) - the International Academy of Traditional and Original Art (IATOA) under the auspices of the IUCI.

19. Creative works are presented for participation in the contest-festival with differentiation into age-related categories, sections (subsections) and nominations. They are subject to competitive assessment by professional international experts (professional expert boards) and representatives of the international open expert community.

20. Presentation of creative works for participation in the contest-festival is carried out through submission of applications for participation of creative works in the contest to the IUCI by their authors. In case if persons younger than 16 act as authors or performers of creative works, such persons will have the status of exhibitors and their official representatives (parents or other trustees) will act as their agents at the «OPEN ART ALBION». As for the persons at the age of 16 and older, they may be represented by agents acting on the basis of the officially granted authorities.

21. The contest-festival takes place every year and includes three stages. It starts from the January 1 and ends on the December 31 of every reporting year.

22. Submission of creative works for participation in stages of the contest-festival may be carried out at any moment except the last month of every stage of the contest-festival. During the last month of every stage of the contest-festival applications for participation of creative works in following (next) stages of the contest-festival of the current year are accepted.

23. Competitive format of the «OPEN ART ALBION» assumes: a) competitive nature of comparison of similar creative works following logically reasonable and fair criteria; b) professional and open expert assessment of creative works and joint determination of the hierarchy of winners and awardees of the contest-festival by the international expert community following the results of separate stages and the whole calendar year.

24. Festival format of the «OPEN ART ALBION» assumes the open presentation of the creative work without participation in the competitive comparison with similar works.

25. Competitive and festival programs of the «OPEN ART ALBION» are implemented at the same time within the framework of the unified format of presentation of creative works. Participants of these programs have different statuses and use different formats of the expert assessment mechanism.

26. At every stage of the contest-festival an interested person has the right to take part in different sections (subsections) and nominations of the «OPEN ART ALBION» in one of the chosen formats: competitive or festival.

27. Only authors and/or performers (authors of performances) of creative works having the right to apply for participation in the «OPEN ART ALBION» directly or through official representatives can act as participants of the contest-festival.

Authors and performers have the right to take part in relevant nominations of the contest separately and independently from each other.

Interested persons are allowed to take part in the contest in the nomination "Performer" in case when: a) creative works they present can not be expressed in any other way except actual performance by means of creative self-expression of the person in every specific moment; b) the performer holds the allied right to perform the original work or its parts on the legal basis.

Any original creative work may have two or more performers upon condition that everyone of them implements his own allied right to perform it on the legal basis.

The author of the creative work may be its performer at the same time. This allows him to participate in the contest-festival in two nominations at the same time.

The work is considered as belonging to the specific author if this fact has legal (documental) confirmation or when the work itself corresponds to the criteria of exclusivity (innovativeness) and the author holds the primacy in official announcement of belonging of such a work to him.

Determination of the personal authorship for the performance may be based on the sole and collective presentation of the creative work. Isolation of the sole authorship for performance in conditions of the collective creativity of two or more performers is possible when participation of the relevant person in the collective performance has the pre-determining (dominating) nature.

Collective format of authorship for the composition or its performance is possible within the framework of the contest-festival. Apart from the indication of the conditionally impersonal community of authors, the collective format also assumes the nominal accounting of all persons making any significant contributions into the creation of the composition or its performance.

28. Participant of the contest-festival has the right to submit the unlimited number of own works into different sections or subsections (in sections divided into subsections) within the framework of every stage of the contest-festival. At the same time the obligatory condition is: a participant can submit not more than 3 creative works within one certain section (subsection) during one stage of the contest-festival.

29. Inclusion of creative works into the list of the contest-festival participants is carried out on the basis of the application properly submitted by the person concerned and the presentation of the exhibit (if such work is allowed to take part in the main program of the contest-festival). The creative work will be admitted to the main program of the contest-festival after the expert board of the IUCI International Academy of Traditional and Original Art makes the relevant conclusion. Such conclusion would include the implication made by the board concerning the qualitative correspondence of the work to international moral-aesthetic standards of recognition, admissibility and promulgation of personal creative self-expression acts.

III. Age groups (categories) and specific sections of the contest-festival

30. Age groups (categories) of the contest-festival:

- children (participants aged under 12);

- teenagers (participants aged from 13 to 16);

- adolescents (participants aged from 17 to 20);

- youth (participants aged from 21 to 24);

- adults (participants aged from 25 and older).

The age of the exhibitor is defined on the basis of calculation of full years of his/her life by the moment of filling in the application for participation in the contest-festival. Person entering the certain age group (category) at the moment of initiation of participation in the contest-festival stays within this group up to the ending of the «OPEN ART ALBION» regardless of other actual circumstances.

When the team of exhibitors takes part in the contest (collective authorship or performance), the age category of such a team will be determined as the arithmetical mean of ages of all members.

32. Allocation of presentations of exhibits aimed at ensuring their participation in the contest-festival is carried out through the following pattern of consecutive actions: 1) indication of individual or collective parameters of authorship for works or their performance; 2) choosing the participation format: competitive or festival; 3) choosing 1 (from 5) age group of the participant; 4) choosing the nomination: author or performer; 5) choosing 1 (from 7) section of the contest-festival; 6) choosing the subsection: if there is a subsection in the relevant section. Inside every section/subsection and the nomination exhibits are allocated in the alphabetical order - in accordance with capital letters of names of rightholders (authors or performers). Every new section and subsection is first of all established - "opened" by the first rightholder to present the relevant exhibit for the contest. The following owners of similar creative works present them within already opened sections/subsections and nominations.

33. During the calendar year of the contest-festival, the exposition is considered to be successful in those sections and subsections, where at least one exhibit has been added.

V. Application and presentation of exhibits

34. Application for participation in the «OPEN ART ALBION» and presentation of every exhibit is carried out by the exhibitor in standard accounts of the contest. Information is submitted in English, but it may be duplicated in any other widespread language of international communication.

35. Application for participation in the contest-festival is the official initiative of the person concerned (or a group of such persons) regarding participation in the «OPEN ART ALBION» on announced terms - in accordance with rules of the present Regulations.

36. The same work submitted for participation in the contest-festival in several nominations (Author and Performer) assumes the submission of 2 different independent applications.

37. The rightholder (exhibitor) must submit a new creative work never presented before at the «OPEN ART ALBION» at every stage of the contest-festival (excluding cases considered in the present Regulations).

38. The rightholder can submit the electronic presentation of a new exhibit at every stage of the contest-festival not later than 10 days before this stage is over.

39. The application is submitted by the participant of the contest-festival of the relevant year only once - while presenting the first exhibit for participation in the program «OPEN ART ALBION» of the relevant year. At the same time while presenting new creative works at every stage of the contest-festival, the participant adds new electronic presentations of exhibits to the previously submitted application.

40. The application is the standard form (submitted personally or through the official representative) indicating the information about the exhibitor and individual specificity of participation in the contest-festival. It is an electronic document with the following structure:

41. Attention!

Participation in the «OPEN ART ALBION» assumes the highest possible degree of fairness of exhibitors and exhibits, as well as absolute fullness of the responsibility for decisions made and actions performed by them during the contest-festival.

Any person concerned possessing the qualification necessary to carry out the professional assessment of qualitative features of relevant exhibits has the right to address the IUCI with the motivated letter of protest against results of such a contest-festival in case if participants of the contest achieve certain results due to influence on the expert community or misrepresentation.

43. Rightholders or their official representatives (agents) are responsible for objectivity, fairness and fullness of information concerning the exhibit presented.

44. The presentation of any exhibit of the contest-festival traditionally consists of the following mail elements:

1) Photos of the exhibit and its authors or performers (photographic identification);

2) Video review of the exhibit (video of all key features reflecting functional and qualitative signs of the composition);

3) Electronic copies of various documents, verifying the status and the qualitative mark of the exhibit, as well as recommendations related to this object, provided by various institutions (any documents related to the object may be presented). If such documents are concluded not in English, the notarially verified translation into English will be required.

4) Description and main characteristics of the object, as well as additional explanations necessary in order to carry out the independent expertise. If such information is presented not in English, the authentic translation into English will be required. Holder of rights for the object independently determines the scale and fullness of information regarding the object submitted to the expert community.

 

The rightholder must be objectively interested in presentation of absolutely reliable and full information concerning the exhibit to the expert community, because only such a format of information about this object may allow the expert community to perform professional and all-around expert assessment. This will also exclude the possibility of further objections from the side of third parties.

 

The rightholder is recommended to get acquainted with the Responsibility Notification (par. 59) before preparation and submission of the object presentation.

 

VI. Requirements imposed to materials of presentation of exhibits

 

45. Requirements to the designing of electronic presentations of the contest-festival exhibits:

 

45.1. General requirements:

a) creative works properly captured in the original (direct) author' performance without any technical distortion or corrections introduced into such a xation are admitted to the contest-festival';

b) together with the creative work presented in the required format and quality to photos of the author must be enclosed: presentational - static (for publication) and the second one showing the author in the process of his creative work - the dynamic one;

c) all photo and video materials submitted to the contest-festival must capture creative works performed by the author with the title of the contest festival («OPEN ART ALBION») presented at the background (printed or presented in any other way);

d) brief CV of the author;

e) electronic copy of the internal (national) or international passport of the author with his photo, surname and name (needed for identification; information will be secured).

45.2. Requirements imposed to presentation of creative works in the field of fine arts and photo-arts:

a) High-quality photos (copies) of the work from various perspectives objectively presenting its distinctive features and advantages;

b) Link to the high-quality video review of the work with participation of the author uploaded to the YouTube;

c) Photo of the author next to the work or in the process of its creation (for identification and possible publication in printed editions).

45.3. Requirements imposed to presentation of creative works in the field of musical art:

a) Link to the high-quality video where the author performs the composition, uploaded to the YouTube;

b) Link to the high-quality video where the song, vocal part (in relation to vocal or vocal-instrumental music) or the instrumental solo (in relation to instrumental or vocal-instrumental music) is performed without musical or orchestra accompaniment, uploaded to the YouTube;

c) Photo of the author in the process of performance (for identification and possible publication in printed editions).

45.4. Requirements imposed to presentation of creative works in the field of choreographic art:

a) Link to the high-quality video where the author performs the dancing item, uploaded to the YouTube; 

b) Photo of the author in the process of dancing (for identification and possible publication in printed editions).

45.5. Requirements imposed to presentation of creative works in the field of circus art and original performances:

a) Link to the high-quality video where the author performs the circus-related or an original item, uploaded to the YouTube;

b) Photo of the author in the process of performance of the circus-related or an original item (for identification and possible publication in printed editions).

45.6. Requirements imposed to presentation of creative works in the field of literary art:

a) Literary works must be presented in the text format in English or in Russian (or in other languages with English or Russian translation enclosed). Submission of literary works presented in the form of electronic variants of already published author's books is allowed;

b) Copy of the document verifying the authorship (if any) or verification of the official publication (if any) must be presented;

c) Link to the high-quality video where the author reads the fragment of his literary work, uploaded to the YouTube;

d) Photo of the author in the process of writing or reading the literary work (for identification and possible publication in printed editions).

45.7. Requirements imposed to presentation of creative works in the field of theatrical or motion picture arts:

a) Works of theatrical or motion picture arts must be presented in the form of the high-quality video uploaded to the YouTube or another specialized portal or presented directly to the organizational committee of the contest-festival for further allocation on the IUCI website - http://iuci.eu/ (together with technical and administrative data officially accompanying the promulgation of the work);

b) Copies of reviews, abstracts, recommendations, festival diplomas, as well as other expert conclusions and awards related to the performance or links to authoritative websites where such information is located (if any) must be presented;

c) Copies of open publications about the movie or links to authoritative websites where such publications are located (if any) must be presented;

d) Other presentational and informational materials related to the movie must be presented;

e) Photo of the author in the process of creation of the movie or performance (for identification and possible publication in printed editions).

46. There is a box for commenting and holding discussions concerning every creative work available in the relevant section of the IUCI website - «OPEN ART ALBION» (http://iuci.eu/).

47. Following the results of every calendar year the IUCI publishes "The International Encyclopedia of Creativity "OPEN ART ALBION". Information about significant events of the finished contest-festival, its winners and awardees, as well as the most interesting works is published in this edition.

VII. Assessment

48. The procedure of assessment of the contest-festival exhibits has the following structure:

1) General expert assessment of the object (certification confirmation or rejection of such confirmation) and the recommended level of the certification-based mark (5-grade system determining the number of "quality stars" assigned) are carried out during 20 days from the day of presentation of the exhibit by qualified sectoral specialists from around the world invited by the IUCI and forming the Professional Expert Council (PEC). Every expert of the PEC gives his own mark to the exhibit within the field of expert responsibility of the PEC. Final mark of the PEC in relation to the exhibit is determined as the arithmetic average index of the total sum of marks given by members of the PEC without rounding to the integer. Obviously low marks - unsatisfactory (1,2 points) require the justified explanation from the expert. Attestation authorities of the PEC members are based on the delegation of relevant rights from the IUCI, as well as presumption of their fairness and professionalism.

PEC members are personally responsible towards the IUCI for the quality and objectivity of their expert activities. 3 to 7 highly qualified professional specialists from around the world are invited to form the PEC. The number of PECs formed upon the initiative of the IUCI within the framework of the contest-festival corresponds to the number of open sections. During the official period of the contest-festival the IUCI establishes the regime of confidentiality of information about lists of members of sectoral PECs.

2) Final level of the certification mark is determined at the open expertise. All sectoral specialists with the permission of the IUCI can take part in it. General negative mark of the open expertise lowers the recommendatory level of the certification mark of the Professional Expert Council by 1 point. The positive mark confirms it. General positive mark - 2/3 of the general number of votes increases it by 1 credit or (in case if the Professional Expert Council has given the highest mark) adds the "Crown of Quality" to the mark given.

The open expertise continues during the whole period of the relevant stage of the competition program - from the moment of its announcement within the framework of contest-festival and after the sectoral PECs carry out their assessment. Assessment is carried out through addition of 1 positive or 1 negative vote (1 point) to the mark previously given by the sectoral PEC. 

Members of the open international expert community can give marks to every work (exhibit) presented in sections corresponding to competence of such experts only once during every stage of the contest. They can also desist from voting.

In addition members of the open international expert community have the right to comment corresponding creative works and provide them with signs of sympathy and approval ("likes").

Attestation authorities of participants of the open expert community are based on presumption of their fairness and professionalism.

49. Persons not being professional experts of the IUCI and not having the status of the open international expert community members have the right to indirectly affect the course of the expert assessment through submission of own commentaries related to creative works (exhibits) and "likes" (signs of sympathy and approval).

VIII. Peculiarities of organization of the contest-festival in separate sectoral sections

50. In the section 2 "Photo-art" of the contest-festival rightholders have the right to present up to five images as the one integral exhibit.

51. In sections 4 "Theatrical art", 5 "Motion picture art" and 8 "Literary works" rightholders have the right to submit the same creative work at every stage of the contest-festival during the corresponding calendar year.

IX. Periodization of the contest-festival and laureates of the contest program

52. The main goal of participants (authors of creative works (exhibits) and such creative works themselves) of the «OPEN ART ALBION» contest program is reaching the status of a winner or an awardee of the contest-festival following the results of its separate stages and the whole calendar year. At the same time participants of the «OPEN ART ALBION» contest program receive the significant opportunity to widely present and popularize their creativity, communicate with colleagues, associates and admirers.

53. Main goal of participation of authors of creative works in the «OPEN ART ALBION» festival program is wide presentation and popularization of their creativity, communication with colleagues, associates and admirers.

54. Stages of the content-festival have the following periodization during every calendar year:

1 stage: January – April;

2 stage: May – August;

3 stage: September – December.

55. Winners and awardees of every stage of the «OPEN ART ALBION» contest program are determined on the basis of the final mark formed as the sum of indexes of the general expert mark given to the exhibit by the PEC and results of the open collegial assessment of exhibits submitted by program participants during the stage.

Following the results of every stage the mark of the contest participant who has submitted more than one creative work (exhibit) is calculated as the arithmetical mean of final marks given to such works.

The creative work submitted for participation in the contest in 2 nominations at once ("Author" and "Performer") will be independently assessed in every nomination.

56. Following the results of every stage of the contest program within every age category, specific section or subsection (in sections divided into subsections) and the stated nomination ("Author" and "Performer") the following winners and awardees will be determined and the following diplomas and certificates will be assigned:

a) First place winner - «Diploma «Golden Pegasus»» and the golden mark;

b) Second place winner – «Diploma «Silver Pegasus »» and the silver mark;

c) Third place winner – «Diploma «Bronze Pegasus » and the bronze mark.

Other participants of the «OPEN ART ALBION» contest program, as well as participants of the festival program receive international certificates of the International Academy of Traditional and Original Arts.

57. Within every stage of the contest program, every age category and every specific section or subsection (in sections divided into subsections) winners and awardees are determined on the basis of principles of competitive alternativeness.

When there is an insignificant number of participants (exhibitors) at the certain stage of the contest program in every age category and the specific section or the subsection (in sections divided into subsections), laureates in the stated nominations are determined on the basis of the following rules:

a) if there are four and more participants - winners of all three prize-winning places are determined;

b) if there are three participants - winners of the second and the third-place are determined;

c) if there are two participants - winner of the third place is determined;

d) if there's only one participant: such person will be able to become the third-place winner if his final mark is not lower than 4 points.

58. Following the results of the calendar year of the contest-festival, only participants of all three stages of the contest program can claim for prize places within age categories and specific sections.

Winners and awardees of the yearly contest programs within age categories, specific sections or subsections (in sections divided into subsections) and stated nominations are determined on the basis of sums of their marks received during all three stages of such programs.

When there is an insignificant number of the contest-program participants, final prize places of the year are determined in accordance with rules of the part 2, par. 52 of the present Regulations.

59. The following winners and awardees of the yearly contest programs within all age categories, specific sections or subsections (in sections divided into subsections) and in stated nominations are determined, and the following diplomas are assigned:

1) for the first place - "Golden Parnassus Peak diploma", the relevant medal or the symbolic honorary prize;

2) for the second place - "Silver Parnassus Peak diploma", the relevant medal or the symbolic honorary prize;

3) for the third place - "Bronze Parnassus Peak diploma", the relevant medal or the symbolic honorary prize.

60. The IUCI has the right to announce monetary prizes to prizewinners of the «OPEN ART ALBION» yearly contest program.

X. CLAUSES AND THE RESPONSIBILITY NOTIFICATION

61. ATTENTION! Organizers of the contest-festival and representatives of the international expert community recommend participants of the «OPEN ART ALBION» to show absolute fairness, responsibility and professionalism in the process of preparation and submission of their creative works! We believe that only all-round and objective preparation of such information can serve your interests, present your creativity properly, ensure its fair assessment and confirm your high business reputation!

62. RESPONSIBILITY NOTIFICATION

A. Possible responsibility of the exhibition participants

Specificity of organization of the International contest-festival «OPEN ART ALBION» is in many aspects based on the presumption of fairness of rightholders presenting their works for participation in the contest-festival. Such fairness assumes objective and honest presentation of necessary information concerning the work to the contest-festival organizers excluding any type of deception.

This consequence brings serious responsibility to the rightholder. Any deception from his side carried out in order to falsify real qualitative characteristics of the work (make them look better than they actually are) and relevant misrepresentation of the expert community will be qualified as the deliberate fraud and fall under jurisdiction of law enforcement authorities of the United Kingdom.

Apart from the possibility of bringing the unfair contest-festival participant to legal account, distribution of information regarding his illegal actions will prejudice his business reputation.

B. Exclusion of latency of delinquencies and absence of reasons to commit them

The contest-festival organizers recommend all persons concerned to avoid deception in the process of preparation and submission of the necessary information regarding their works. Such recommendation is connected with the fact that key parameters of assessment of works, their main characteristics, as well as photos are presented on contest-related and title documents of the contest-festival. Besides, all information regarding creative works submitted by participants is archived on the IUCI website and is always available for everyone. Therefore in case if actual qualitative characteristics of works significantly differ from characteristics presented on electronic means during the contest-festival, such information will inevitably become available to the expert community and competent authorities as soon as relevant documents of the contest-festival are juridically used (or information about results of the «OPEN ART ALBION» is announced) for the first time.

In this regard any excellent mark at the contest-festival acquired by the person through deception may stay hidden and unpunished for certain period of time only if results of the contest-festival and relevant documents are never announced or used in any other official way.

C. Cancellation (correction) of the contest-festival results being the consequence of deception from the side of its participants or any other illegal acts of persons concerned

Results of the contest-festival based on the deception from the side of its participants or other illegal actions of persons concerned are subject to absolute cancellation or correction in favor of fair exhibition participants (if such violations are objectively proven).

D. The letter of protest against the contest-festival results

Any person concerned possessing the qualification required for professional assessment of qualitative features of relevant works has the right to address the IUCI with the motivated note (letter of protest) objecting the contest-festival results in case if participants of the exhibition achieve certain results due to influence on the expert community or misrepresentation.

E. Qualification and cancellation of virtual achievements at the contest-festival

In case if participants of «OPEN ART ALBION» have achieved certain results due to their influence on the expert community or misrepresentation concerning qualitative characteristics of their works, such results are considered to be characterizing the "virtual" - physically non-existing creative object. Reality of such object can't be verified by the possibility and the fact of performance by the certain person.

The object illegally characterized by overstated, actually not existing qualities, that has achieved certain competitive results on the basis of deception of the expert community, is considered to be taken off from the contest-festival.

Virtual competitive achievements at the «OPEN ART ALBION» are subject to absolute cancellation. They are considered to be cancelled from the moment of their official announcement.

60. The copyright use and transfer

ATTENTION! Every proven fact of violation of the copyright or the allied rights of the third parties based on the claim of the official rightholder leads to the cancellation of results of participation of such persons in the contest-festival and to legal responsibility in accordance with norms of the international law and the legislation of the United Kingdom.

Applying for participation in the contest-festival right holders for creative works therefore agree that the «OPEN ART ALBION» organizers may use such works in the process of the contest-festival organization, its advertising accompaniment and wide international promulgation of creative works as well as information about their authors and performers.

63. International Exposition Centers of Qualitative Etalons of the IUCI.

On the basis of special agreements the IUCI and the International Academy of Traditional and Original Arts provide their partners in various countries of the world with the right to perform functions of International Exposition Centers of Qualitative Etalons (IECQE) at their current locations.

The IECQE carries out activities in active presentation, popularization and propaganda of modern qualitative standards of goods, services, management systems, technologies, practical selection, scientific and creative activity.

The IECQE provides regional assistance in organization of the contest-festival «OPEN ART ALBION», as well as promulgation and popularization of creative works presented at contest on the relevant territory.

Within the framework of the contest-festival «OPEN ART ALBION» the IECQE has the right to organize independent competitive and festival events with involvement of necessary organizational, expert and prize resources at own discretion independently or under the auspices of the IUCI.

Agreement on adhesion to the IUCI project on officially announced terms

Hereby the IUCI (hereinafter referred to as the Organizer), represented by the Head of the IUCI Expert Council Stivens Godving, company GISAP L.P, represented by the Chief Executive Arthur Morris (hereinafter referred to as the Executor) and the IUCI project (hereinafter referred to as the Project) participant or any other person interested in certain results of implementation of the IUCI project (hereinafter referred to as the Person Concerned) have concluded the following agreement:

1. The Person Concerned wishing to take part in the project, reasonably affect its results or make own related claims and demand for their official consideration in accordance with rules established by the IUCI, therefore joins the relevant project on terms officially announced by the IUCI.

2. Present agreement is the free contract of adhesion of the person concerned to the IUCI projects in the relevant role.

3. Within the framework of all IUCI projects, any person officially addressing the IUCI concerning commitment of legally significant actions related to projects, automatically becomes the participant of relevant projects on terms of the present Agreement and other rules officially announced by the IUCI.

4. Executor carries out resource provision of all aspects of implementation of the IUCI projects.

5. In relation to subjects, whose objects have positively passed the ICSQ-775 standard certification or the IOSCEAAD-775 standard patenting: the Executor - company GISAP L.P. (Douglas, Scotland South Lanarkshire, United Kingdom) is their official international representative as well as the beneficiary (in relation to benefits brought by the indicated legal facts, in the volume coordinated with persons concerned).

6. All disputes, disagreements, claims or demands emerging from the present Agreement and facts of participation of Persons Concerned in the IUCI projects in roles contemplated by the present Agreement or emerging in connection to it (and also connected with fulfillment, violation, termination or invalidity of the Agreement), are subject to final settlement in the American International Commercial Arbitration Court (LLC) in accordance with its Regulations.

7. Present Agreement is termless. It may be subject to cancellation through complete fulfillment of mutual obligations by parties, acceptance of such fulfillment by contractors or voluntary renunciation of fulfillment of it by parties.
